Philippine Overseas Workers Administration - Japan opens its doors to Filipino Overseas Workers and planned on hiring hundreds of Filipinos through government to government program. These news were picked up by illegal recruiters and used it for scamming vulnerable Filipino workers who wish to work abroad to alleviate their life and their family's.

POEA is fully aware of these unauthorized recruitment agencies and never fails to publish warnings to all who wishes to apply for these jobs. Last month, POEA again issued and published an announcement regarding this. Here's it is:

Warning on illegal recruitment of caregivers for Japan

The Philippine Overseas Employment Administration warns overseas Filipino workers against unauthorized recruitment of caregivers for Japan.

The 2016 Technical Training Act of Japan, which include caregivers among those eligible jobs under the Technical Intern Training Program, has not fully taken effect.

The governments of the Philippines and Japan are yet to sign a memorandum of cooperation required to implement the recruitment and deployment of Filipino caregivers for Japan.

Licensed agencies are directed to refrain from recruitment of caregivers for Japan, not even for manpower pooling purposes. Any agency that undertakes such recruitment will be considered to have violated existing rules and regulations on recruitment of overseas Filipino workers.

The public are encouraged to report to the POEA any recruitment activity of this nature undertaken by any entity or person, licensed or not. 

However, there is really an existing plan/program which needs to be discussed and signed by both the government of the Philippines and Japan. There is a pre manpower polling for those who are interested to work and live in Japan. Published by POEA itself, here is the info:

The Japan International Corporation of Welfare Services (JICWELS) initially needs qualified male or female applicants for the following positions:

150 Nurses, 600 Careworkers

QUALIFICATIONS:

NURSES

Graduate of Bachelor of Science in Nursing;  

With Board License; 

With at least three (3) years hospital experience;  

Preferably 20 to 35 years old; and  

Must be medically and psychologically fit to work

CAREWORKERS 

Graduate from any four (4) year course and certified as a caregiver by TESDA;  

Graduate of Bachelor of Science in Nursing (under board) or any allied profession;  

Preferably 20 to 35 years old; and  

Must be medically and psychologically fit to work

QUALIFIED APPLICANTS are advised to REGISTER ONLINE at www.poea.gov.ph or www.eregister.poea.gov.ph and personally submit the following documents to the Manpower Registry Division, Ground Floor, Window T, POEA Building, EDSA corner Ortigas Avenue, Mandaluyong City:  

A detailed resume with one piece 2x2 picture 

Authenticated College Diploma (for careworker applicants), to follow 

Transcript of Records 

Valid PRC ID (for nurse applicants) 

Employment Certificates (for nurse applicants)  

Valid TESDA Certificate on Caregiving (for careworker applicants) 

Japanese Language Training Certificate, if available  

Copy of valid passport 

Valid NBI Clearance (for travel abroad)

Deadline for submission of applications is on: May 31, 2017

In any case, please always be mindful about the licensed recruitment agencies in the Philippines. If they do not have a POEA registration or POEA licensed number, they are most likely illegal. Do not deal with any of these agencies. By handling your application to them, you are giving them access to your identity. If they cannot extort money from you, they can use your documents for any illegal activities that they are doing. Always verify with POEA or DFA if they have job orders or licensed to recruit workers.
